Senior Attorney and Export Control Counsel
Steve Mirmina has worked as an attorney at NASA since 1999 in the International Law division of the Office of the General Counsel. He has helped negotiate and conclude more than 1,000 international agreements for missions across all NASA — from human space flight and Mars exploration, to Earth science missions and aeronautics research. He is the Agency’s Export Control Counsel and the lead attorney on international telecommunications matters.
Steve received his first LL.M. degree with honors from Leiden University Faculty of Law in the Netherlands in 1993, and his second LL.M. with honors from Georgetown in 2006. He received his Juris Doctor with honors from the University of Connecticut School of Law in 1992, and his B.A. with honors from Brandeis University in 1989.
Steve also teaches as an Adjunct Professor of Law at Georgetown University Law School and at UCONN Law School. He has spoken widely and has authored numerous articles in the fields of international air and space law. He has received awards from both NASA and the White House for exceptional and distinguished service to the government.
Professor Mirmina is licensed to practice law in Washington, D.C., and he is a member of Bar of the Supreme Court of the United States.
